Issuance Of Experimental Airworthiness Certificate

Before the issuance of an Experimental Airworthiness Certificate, must all maintenance, preventative maintenance and alterations be completed. Or may maintenance, preventative maintenance and alterations be in progress at the time of certificate issuance?

ANSWER: The aircraft must be complete and ready to fly before an airworthiness certificate can be issued. Of course all the other requirements for certification must be met also.
