Inspection Program Used By The Owner/Operator

With reference to FAA, what does "inspection program used by the owner/operator" mean?

ANSWER: The FAA uses this wording to identify a person who is either the owner or operator, or both the owner and operator.

One person could own an airplane and another person could operate it, such as when an aircraft is leased from one company to another, or the owner could also be the operator of the aircraft.

So, it is an inspection program used by one of these persons.
